基于底层范围比较同一布局类型的两个布局映射。

布局映射 lhs 与 rhs 在满足以下条件时被视为相等：当且仅当 lhs. extents ( ) 和 rhs. extents ( ) 均相等。

此重载仅在满足 extents_type :: rank ( ) == OtherExtents :: rank ( ) 条件时参与重载决议。
